Disaster and Climate Emergency Policy Forum - Makati City, Philippines

The forum convened policymakers, industry leaders, and advocates to strengthen policy frameworks and partnerships for disaster resilience and climate adaptation across the Philippines. Chairman Manuel “Nong” Rangasa of LCCAD delivered a keynote speech emphasizing proactive governance and multi-sectoral collaboration in addressing climate emergencies.

Harnessing digital revenue for a sustainable and climate-resilient future.

Secretary Benjamin Diokno discussed the proposed implementation of Value-Added Tax (VAT) on digital services as a potential source of funding for climate change mitigation and adaptation programs in the Philippines. The proposal highlights the role of fiscal policy in driving sustainable and climate-resilient development.

Empowering a fair, inclusive, and future-ready digital economy.

Starting 2025, both foreign and local digital service providers will be subject to VAT — a landmark policy promoting fair competition, inclusive growth, and a stronger digital economy. This initiative marks a major step toward sustainable national development in the digital era.

Climate Change Commission Vice Chair and Executive Director Robert E.A. Policy Forum and Workshop on Tax Digitalization, Creative Industries, and E-Commerce Growth

Held on October 18, 2023, at the Assembly Hall of NCPAG, University of the Philippines Diliman, the Policy Forum and Workshop gathered key leaders and experts to discuss digital transformation, creative industries development, and e-commerce growth. LCCAD Executive Director Nong C. Rangasa delivered the Welcome Remarks, joined by esteemed speakers including UP Diliman Chancellor Edgardo Carlo L. Vistan II, House Committee on Ways and Means Chairperson Albay Rep. Joey Sarte Salceda, Senator Sherwin “Win” Gatchalian, CPED Director Enrico Basilio, DTI Undersecretary Fita Aldaba, BIR Director Beverly Milo, UPRI RCW Director Glecy Atienza, Dennis Dela Torre, and Atty. The event was made possible through the partnership of UPRI-RCW, CPED–NCPAG, Albay Embassy, United Nations Association of the Philippines (UNAP), Januarius Holdings, Inc., and various national government agencies, academe, NGOs, and development partners supporting inclusive and sustainable digital innovation.

Collaboration with DepEd on Climate Education

DepEd Secretary Leonor Briones and LCCAD Executive Director Manuel “Nong” C. Rangasa exchanged views on the development of 48 educational books titled “Mainstreaming Climate Change Adaptation and Mitigation and Disaster Risk and Vulnerability Reduction Integration across the K–12 Curriculum in the Philippines.”

2017 National Roll-Out of the Local Climate Change Action Plan (LCCAP)

The 2017 National Roll-Out of the Local Climate Change Action Plan (LCCAP) was spearheaded by the League of Municipalities of the Philippines, in partnership with the League of Cities of the Philippines and the League of Provinces of the Philippines. The initiative was supported by the Office of the President – Climate Change Commission under then-President Rodrigo Roa Duterte, with LCCAD Executive Director Nong C. Rangasa serving as the Resident Trainer and National Focal Person. This milestone strengthened local capacities toward climate resilience and sustainable governance across more than 1,700 municipalities nationwide.

2011 First National Media Summit on Climate Change Adaptation – Birth of the Climate Change Academy for LGUs​​

 
The 2011 Summit in Albay, organized by CIRCA with the UNDP, CCC, NEDA, and the Office of the President, led by Albay Governor Joey Sarte Salceda and Nong C. Rangasa, marked a milestone in climate education. It was during this event that the Climate Change Academy for LGUs was created and launched with President Benigno S. Aquino III and national leaders in attendance.​​​

At the United Nations General Assembly, New York City

At the UN Headquarters in New York City, First Lady Hillary R. Clinton met with LCCAD Executive Director Manuel “Nong” C. Rangasa, a noted environmentalist and climate change advocate, during the United Nations General Assembly, where global leaders discussed sustainable development and disaster risk reduction.
