ABOUT US
LCCAD Holdings Corporation leads the implementation of Local Climate Change Adaptation for Development. LCCAD, a​ national
initiative anchored on the Philippine Creative Industries Development Act (PCIDA) of 2022, Internet Transaction Act (ITA) of 2023, Ease of Paying Taxes Act (EOPTA) of 2024, VAT on Digital Services of 2024 and E-Governance of 2025 and accelerate the implementation of Interoperability system aligned with the Philippines modernization and digitalization, bio-circular green and blue economy and resilience agenda.
Manuel “Nong” C. Rangasa is the visionary Chairman of LCCAD Holdings Corporation and the Founding Executive Director of the Local Climate Change Adaptation for Development (LCCAD).
For over a decade, he has led nationwide initiatives in climate policy, disaster risk reduction, and sustainable development, working closely with local governments, national agencies, and international partners.
Under his leadership, LCCAD has evolved into a strategic institution driving modernization, resilience, and inclusive growth through its nine (9) domains of development anchored on Republic Act No. 11904 and aligned with the country’s modernization agenda.
Chairman Rangasa continues to champion public-private partnerships, regulatory reforms, and digital transformation, ensuring that every Filipino community becomes more adaptive, sustainable, and future-ready.
