LEGAL MANDATES
The evolving framework of national laws and policies that shape governance, accountability, and public service delivery across the Philippines.
Legal mandates establish the statutory and policy foundations of governance in the Philippines. They define the authority, responsibilities, and functions of government institutions and guide the implementation of programs and reforms that serve the Filipino people.
As new laws are enacted, agencies must adapt their operations, policies, and systems to align with national priorities and respond to emerging challenges. These mandates ensure that governance remains transparent, efficient, and responsive to the country’s social, economic, and environmental needs.
The newly enacted laws listed below, including those affecting the Bureau of Internal Revenue and other government agencies, can be accessed by clicking the PDF link for each Republic Act number.

LCCAD’s programs and initiatives are anchored on national policies that recognize the growing risks brought about by climate change and natural hazards. One of the most important of these is House Resolution 569 – Declaring a Disaster and Climate Emergency, which calls attention to the urgent need to safeguard communities, ecosystems, and livelihoods. This resolution underscores the importance of stronger preparedness, risk-informed development planning, and coordinated action among government agencies, civil society organizations, and local communities. Guided by the principles of HR 569, LCCAD designs and delivers training programs, advocacy work, and technical assistance that help build safer, more adaptive, and climate-resilient communities across the country. The full text of HR 569 is provided below as a key legal mandate supporting our mission.
